Appointed Government Whip on November 12, 2024, by CM Nara Chandrababu Naidu, Dr. Rao coordinates legislative business, policy implementation, bill passage, and House discipline while championing Uttarandhra rights. He fiercely opposed Vizag Steel Plant privatization with evidence of land irregularities, demanded anti-narcotics drives, and drove teacher/employee welfare reforms.

  • Teachers’ Welfare and Education Reforms:

    • Transparent Transfer System: Played a pivotal role in establishing a transparent teacher transfer model. Strongly opposed injustice to 2,800 SGTs in the erstwhile Visakhapatnam district and resisted forced transfers in agency areas.

    • Post Upgradation: Instrumental in upgrading 417 Language Pandit posts in Tribal Welfare Ashram Schools to School Assistant positions

    • Promotions: Facilitated the promotion of Telugu Pandits from the DEO pool to School Assistants.

    • Higher Education Reforms: Ensured transparency in Principal promotions in Junior and Degree Colleges. Contributed to forming a special committee to resolve issues related to “single major” subjects in Degree Colleges.

  • Legislative Responsibilities and Advocacy:

    • Government Whip: Appointed Government Whip in the Legislative Council on November 12, 2024, serving as a key coordinator in legislative business, policy implementation, and passage of government bills.

    • Protection of Uttarandhra Interests: Raised strong objections in the Council against the privatization of Visakhapatnam Steel Plant and exposed instances of land irregularities in and around the city with documented evidence.

    • Social Responsibility: Called for special enforcement drives to curb illegal cultivation and distribution of narcotic substances in the state.
